ANSWER:
The jurists have written that Jihaad becomes Fardh-e-Ain (obligatory upon every individual) if the enemy attacks a place suddenly (and the Muslims are required to defend themselves.) In such an instance, the females are permitted to emerge without the consent of their husbands, a slave-girl is permitted to emerge without the consent of her master, and a boy without the consent of his parents. The objective of defending the Muslims will not be attained without all the Muslims emerging at once.
(قَوْلُهُ فِي الْمَتْنِ وَفَرْضُ عَيْنٍ إنْ هَجَمَ الْعَدُوُّ) قَالَ فِي الْهِدَايَةِ فَإِنْ هَجَمَ الْعَدُوُّ عَلَى بَلَدٍ وَجَبَ عَلَى جَمِيعِ النَّاسِ الدَّفْعُ قَالَ فِي الْمُغْرِبِ الْهُجُومُ الْإِتْيَانُ بَغْتَةً وَالدُّخُولُ مِنْ غَيْرِ اسْتِئْذَانٍ —- وَكَذَا الْوَلَدُ يَخْرُجُ بِغَيْرِ إذْنِ وَالِدَيْهِ (تبيين الحقائق ص241 ج3)
وَإِذَا هَجَمَ الْعَدُوُّ وَجَبَ عَلَى جَمِيعِ النَّاسِ الدَّفْعُ تَخْرُجُ الْمَرْأَةُ وَالْعَبْدُ بِغَيْرِ إِذَنِ الزَّوْجِ وَالسَّيِّدِ (الاختيار لتعليل المختار ص118 ج4)
وَفَرْضُ عَيْنٍ إنْ هَجَمَ الْعَدُوُّ فَتَخْرُجُ الْمَرْأَةُ، وَالْعَبْدُ بِلَا إذْنِ زَوْجِهَا وَسَيِّدِهِ) ؛ لِأَنَّ الْمَقْصُودَ عِنْدَ ذَلِكَ لَا يَحْصُلُ إلَّا بِالْإِقَامَةِ الْكُلُّ فَيَفْتَرِضُ عَلَى الْكُلِّ فَرْضُ عَيْنٍ (البحر الرائق ص78 ج5)
وفرض عين علي كل واحد من المسلمين (ان هجم العدو) أي ان اتي بغتة علي بلادنا وصار النفير – ولا يتهيا دفعهم الا بقتالهم جميعا فيجب علي جميع الناس الدفع (فتح المعين ص418 /419 ج2)

If the Muslims at the front are too weak to fight the Kuffar and the enemy is feared, then it is obligatory upon the Muslims (in neighbouring countries) to assist and combat the enemies, based on the rule of the closest town, then the next closest and so forth. The Muslims, who are able fight, should go out to fight, and also assist them with weapons or military equipment, wealth, conveyances, etc. However, when they have acquired enough soldiers to face the enemies, then it no longer remains Fardh-e-Ain on every individual to participate in Jihad. An adequate number of soldiers can be acquired by uniting with the neighbouring countries (to fight against the Kuffar), hence it will not be obligatory upon the entire world to participate.
وإن ضعف أهل ثغر عن مقاومة الكفرة، وخيف عليهم من العدو فعلى من وراءهم من المسلمين الأقرب فالأقرب أن ينفروا إليهم، وأن يمدوهم بالسلاح، والكراع، والمال؛ لما ذكرنا أنه فرض على الناس كلهم ممن هو من أهل الجهاد، لكن الفرض يسقط عنهم بحصول الكفاية بالبعض، فما لم يحصل لا يسقط (بدائع الصنائع ص98 ج7)
In conclusion, based on the above texts, it is not incumbent upon all the Muslims in the entire world to participate in the Palestinian war at this stage. There are more than enough neighbouring Muslim countries that should come to their aid if they are unable to combat the enemy. However, if anyone wishes to participate then he is at liberty to do so. If one loses his life whilst fighting the enemies then yes, he will be considered as a Shaheed (martyr).
