Question:-
Substance abuse is a major issue in our country and perhaps, throughout the world. Many of our Muslim youth are, unfortunately, involved in drugs. Does it make obligatory upon us to establish rehabilitation centres in our towns? Please advise!
Answer:-
There is no Shari’ee ruling making it obligatory to establish a rehabilitation centre in every area or town. Yes, it will be beneficial for the responsible Muslim brothers, counsellors and experienced righteous Ulama to assist those involved in substance abuse. This, in no way, necessitates that a rehab centre is established. However, if an institute is erected (by the experts in the field) for this objective then there is no prohibition for doing so in Shariah.
