Using Zakaah for administration purposes
QUESTION:
Some charitable organizations say that they are entitled to 20% of Zakaah collected to use for the running expenses of the organization (without using any Heelah to convert it). Is this permissible and will a person’s Zakaah be discharged?
ANSWER:
It is not correct to use Zakaah funds directly for administration purposes. If an institution does so, the Zakaah will not be discharged.
قَوْلُهُ وَبِنَاءِ مَسْجِدٍ وَتَكْفِينُ مَيِّتٍ وَقَضَاءِ دَيْنِهِ وَشِرَاءِ قِنٍّ يُعْتَقُ بِالْجَرِّ — وَعَدَمُ الْجَوَازِ لِانْعِدَامِ التَّمْلِيكِ الَّذِي هُوَ الرُّكْنُ (البحر الرائق ص424 ج2)
بناء مسجد أي لا يجوز ان ينني بالزكاة المسجد لان التمليك شرط فيها ولم يوجد (تبيين الحقائق ص120 ج2)
