Is Mastooraat Jamaat permissible?
Answer:-
Hadrat Mufti Mahmood Hassan Gangohi Saheb Rahimahullah mentions in his Fataawa Mahmoodiyya, “A female is not permitted to undertake a Shari’ee journey without a Mahram, whether she travels for Tabligh or any other reason. Females gathering in one place (in one’s locality to learn Deen) without having to undertake a journey is proven. In fact, Rasulullah Salallahu Alaihi Wasallam had instructed them to gather in a particular home himself.
There is a great need for Tabligh amongst females. However, it will be best to educate them and have Kitaab reading within the confines of one’s own home. If this is not possible, then one day of the week should be fixed where the women of the locality should gather, ensuring that they are covered correctly in Purdah, where a Deeni programme is held. (The female should be dropped off by a Mahram and picked up by the Mahram. The female should not be freely driving around without a Mahram). If they have to travel, then they should travel with a Mahram so that they are protected from Deeni harm and Fitna, and their Tarbiyat is attained. There should be no fear of any evil taking place, and their gazes should be lowered at all times. Their voices should not reach the men when addressing other women, hence, they should not utilize a speaker system at any stage. They should read the Kitaab instead of delivering a lecture, as it is difficult to remain within the limits (of the six points) when delivering lectures. In fact, even those men that are non-Ulama, should also keep their lectures within the six points. They should not engage in Ghust as the men do, and go from home to home. Also, the children shouldn’t be so small that they are restless without their mother, and none besides the mother can attend to them. If the maternal grandmother is able to see to the child in a satisfactory manner, then it will suffice.” [Fataawa Mahmoodiyya on page. 144 – 151 Vol.5]
