Q1. In Ihraam, can one use a tissue on the face to wipe perspiration or blow the nose?
A1. There is no harm in cleaning the interior of the nose with a tissue whilst in Ihraam. However, it is Makrooh to wipe the face with a tissue or towel whilst in Ihraam. If one does so, then a penalty is not applicable. [Re: Kitaab-un-Nawaazil: Vol:7 Pg:353-354, 374]
Q2. If one throws more than 7 stones at the Jamaraat, will it be valid?
A2. To throw 7 stones at each the Jamaraat is Waajib. However, if one throws more than 7 stones there is no problem. [Re: Fataawa Uthmaaniyyah Vol:4 Pg:295]
Q3. Can the waist belt holding the lower Ihraam garment have stitching or a stitched design/logo on it?
A3. Wearing a belt which contains one’s possession is permitted even though the belt has some stitching on it.
وَكَذَا إذَا لَبِسَ الطَّيْلَسَانَ مِنْ غَيْرِ أَنْ يُزِرَّهُ عَلَيْهِ لِعَدَمِ الِاسْتِمْسَاكِ بِنَفْسِهِ فَإِنْ زَرَّ الْقَبَاءَ أَوْ الطَّيْلَسَانَ يَوْمًا لَزِمَهُ دَمٌ ؛ لِحُصُولِ الِاسْتِمْسَاكِ بِالزِّرِّ مَعَ الِاشْتِمَالِ بِالْخِيَاطَةِ ، بِخِلَافِ مَا لَوْ عَقَدَ الرِّدَاءَ أَوْ شَدَّ الْإِزَارَ بِحَبْلٍ يَوْمًا كُرِهَ لَهُ ذَلِكَ لِلشَّبَهِ بِالْمَخِيطِ وَلَا شَيْءَ عَلَيْهِ ؛ لِانْتِفَاءِ الِاشْتِمَالِ بِوَاسِطَةِ الْخِيَاطَةِ .(فتح القدير ج٥ص٣٩٠)
(قَالَ): وَلَا بَأْسَ بِأَنْ يَلْبَسَ الْهِمْيَانَ وَالْمِنْطَقَةَ يَشُدُّ بِهَا حَقْوَيْهِ فِيهَا نَفَقَتُهُ هَكَذَا رُوِيَ عَنْ عَائِشَةَ – رَضِيَ اللَّهُ عَنْهَا – أَنَّهَا سُئِلَتْ هَلْ يَلْبَسُ الْمُحْرِمُ الْهِمْيَانَ فَقَالَتْ اسْتَوْثِقْ مِنْ نَفَقَتِكَ بِمَا شِئْتَ، وَفِي حَدِيثِ ابْنِ عَبَّاسٍ – رَضِيَ اللَّهُ عَنْهُمَا – «عَنْ النَّبِيِّ – صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ – أَنَّهُ لَمْ يَرَ لِلْمُحْرِمِ بَأْسًا بِأَنْ يَعْقِدَ الْهِمْيَانَ عَلَى وَسَطِهِ وَفِيهِ نَفَقَتُهُ»، وَكَانَ مَالِكٌ – رَحِمَهُ اللَّهُ تَعَالَى – يَقُولُ: إنْ كَانَ فِيهِ نَفَقَتُهُ فَلَا بَأْسَ، وَإِنْ كَانَ فِيهِ نَفَقَةُ غَيْرِهِ كَرِهْتُ لَهُ ذَلِكَ؛ لِأَنَّهُ لَا حَاجَةَ إلَى حَمْلِ نَفَقَةِ غَيْرِهِ، وَلَكِنَّا نَقُولُ: جَوَازُ لُبْسِ الْهِمْيَانِ وَالْمِنْطَقَةِ بِاعْتِبَارِ أَنَّهُ لَيْسَ فِي مَعْنَى لُبْسِ الْمَخِيطِ، وَفِي هَذَا يَسْتَوِي نَفَقَتُهُ وَنَفَقَةُ غَيْرِهِ. وَعَنْ أَبِي يُوسُفَ – رَحِمَهُ اللَّهُ تَعَالَى – أَنَّهُ كَرِهَ لِلْمُحْرِمِ لُبْسَ الْمِنْطَقَةِ الْمُتَّخَذَةِ مِنْ الْإِبْرَيْسَمِ، فَقِيلَ: لِأَنَّهُ فِي مَعْنَى الْمَخِيطِ، وَقِيلَ: هُوَ بِنَاءٌ عَلَى أَصْلِ أَبِي يُوسُفَ – رَحِمَهُ اللَّهُ تَعَالَى – فِي كَرَاهَةِ مَا قَلَّ مِنْ الْحَرِيرِ وَكَثُرَ لِلرِّجَالِ (المبسوط ج٤ص١٢٧)
وَلَا بَأْسَ بِشَدِّ الْهِمْيَانِ أَوْ الْمِنْطَقَةِ لِلْمُحْرِمِ سَوَاءٌ كَانَ فِي الْهِمْيَانِ نَفَقَتُهُ أَوْ نَفَقَةُ غَيْرِهِ (الفتاوي الهندية ج١ص٢٢٤)

Q4. If one spills food/drink on his clothes/ body whilst in Ihraam, is there any issue regarding that?
A4. If cooked food falls onto one’s clothing whilst in Ihraam there is no penalty. [Re: Fataawa Darul Uloom Zakariyya Vol:3 Pg:449]
Q5. If you touch a non-clothed object to the face such as a pen, or your head bumps onto an umbrella, is that a cause for concern?
A5. A pen or umbrella is not used to cover the face generally, hence there will be no penalty if the head bumps onto an umbrella or a pen touches the face. [Re: Fataawa Uthmaaniyyah Vol:4 Pg:366]
Q6. There is a new type of portable fan made out of plastic and metal that you wear around your neck and it blows wind on your face. Can this be used during Ihraam?
A6. We are not aware of the details of this fan. However, if it is merely attached to one by some strap or belt to keep one cool then it should be fine.
