Prohibiting from evil

QUESTION:

Please elaborate on the boundaries of prohibiting from evil?

ANSWER:

The Hadith states that whoever sees evil, then he should try to stop it with his hand. This refers to those in authority such as the rulers. If one is unable to prevent evil with the hand, then he should prevent evil with the tongue. This refers to the Ulama who have access to the pulpits to proclaim the truth. And if one unable to do this, then he should think of ways to change the evil by means of the heart. This is referred to as the weakest form of Imaan. Whenever, and wherever possible, the Ulama should make the evil practices of the Ummah known or else they have failed in fulfilling their obligation. This should be purely for the pleasure of Allah Ta’ala and with the intention of reformation. The Hadith states that the Imaam (Alim) is a shepherd and will be questioned regarding his flock.
